They can, although that is not likely. Common head lice are very rarely found in eyebrows, eyelashes or beards.
My child has white specks in their hair? How do I know if it is lice eggs?
White specks in the hair can be many things. If it moves easily off of the hair, it is most likely dandruff or some other sort of debris. If it sticks to the hair, pull it out. Does it squish easily or hold its form? When you put it against a white background does it blend in or does it now appear brown in color? If it squishes easily and blends in with a white background this is most likely a DEC plug (an oil secretion from glands).
